I just realized we can set minimum levels for spells to be learned at !

Your world gets to have 8 'normal' elements and (256-8) 'chaos' elements.

Spells you create in your 8 normal elements should show up in the spell wheel when the player has learned them.

But first the player has to either learn them or be 'given' them.

I have certain spells set to certain levels, they won't show up until you are that level.
